Hello citizens of Lokun. I have been thinking and have realised that this duchy needs internal systems to promote democracy. In this way, there will hopefully be more activity and community based change. In this post, I will explain the two systems which I will set up, to promote Lokun democracy whilst maintaining stability. I will create three systems: a system to elect a duke or duchess; a ducal chamber, to implement the visions of the duke or duchess; and a citizens chamber, to bring about community change. The next three posts will describe these systems.

Elections There will be no ducal elections, since the duke or duchess is appointed directly by the Emperor.

Ducal chamber -Here the duke or duchess makes motions and the citizens vote on them. -Every citizen including the duke or duchess can vote on this. -The majority vote decides whether a motion is to be accepted or rejected. -All votes stay open for at least seven days.

Citizens' chamber -Here any citizen of Lokun can make a proposal bar the duke or duchess of Lokun and every citizen of Lokun, including the duke or duchess of Lokun can vote on it. -The majority vote decides whether the motion is to be passed or abandoned. -The duke or duchess of Lokun has one vote for every ten citizens in Lokun. -If in the citizens' chamber, a citizen, excluding the duke or duchess of Lokun wants to be pricipal speaker, 60% of the citizens or more, including the candidate to be principal speaker must vote for him or her. -If more than one person puts himself or herself as candidate to be the principal speaker, whoever gains a majority vote (the duke or duchess cannot vote0 becomes the principal speaker. -For two months maximum at a time, the principal speaker can send proposals to the duke or duchess, which the duke or duchess must put to the ducal chamber. -Any time after two weeks, the duke or duchess can strip the principal speaker of his or her role for any reason. -Political parties may form within the citizens' chamber. -All votes stay open for at least seven days.
